Andorra euros 2014

Dear all

Following last news I have , Andorra plan to issue their own euro coins in a short time.
Coins will be struck by France and Spain: 2€, 50,20,10cts in France and the others 1€,5, 2, 1 cts by Spain.
In agreement with BCE, to prevent speculation and a real circullation for this currency, 20% of the mintage will be available for collectors and 80% will be mix in French and Spanish rolls. Remember the total amount at face value will be 2.4 millions euros.
Did they include in the 20% collectors and dealers ?
