There is 3 coin dealer in Monaco,
The first one propose the coin only on private mail reserved to their best customer which order all Bu and proof coin during the year, in second time if coins left it's reserved to customer which bought at least 200€ in euro collection coins and if coins left they will sold it at market price.
The second dealer answer by mail price is 900€ but not on his online shop
The third coin dealer do not make any offer for now.
I don't think there is a coordination but dealers probably looking each other prices specialy on internet.
In any case this coin prices are still too much expensive for a 2€ coin, don't forget issuing price is 95€.

proof doesnt matter this time.
the quantity is what makes prizes high.
and why should the coin dealers sell all coins, if the can make more money later

Most Monaco issues drop in price after a longer period of time. Highest prices are normally reached pretty short after issue.

An update from European Commission about the small mintage of the coin.

As a consequence, these countries can freely decide on whether or not to issue 2 euro commemorative coins and they can freely set the volume of commemorative coins, provided that the total issue of euro circulation coins including commemorative coins does not exceed the annual ceiling of issuance. The European Union has no legal competence under the Monetary Agreements to define or set any minimum volume of euro commemorative coins to be issued by the small non-EU countries for circulation.

Thanks Vangelis for this link, now the situation is clear.
It's not necessary to protest each time a country decide to put in circulation a very small amount of coin.
Anyway I'm not agree with this kind of practice.
