This is obviously counterfeit coin...
Such coin doesn't exist...because Germany never mint 2€ circulation coins in years when common 2€ CC coins are also issued.
Material of inner and outer part is switched...
Can you attach also picture of reverse side?

Than someone obviously broke BU set...
Few years ago I also found GERMANY 2005 1€ "A" coin in circulation...
